Los Angeles University recently conducted a study that found that the city could reduce the number of animals killed in shelters 50% by making a few minor changes to the animal-welfare laws. It is now that legislation is passed that requires shelters in these areas to be able to coordinate with rescue groups. While this is a worthy goal, the state law in place does not adequately help animals. New Hampshire is not the first state to try to decrease the number deaths of animals by one third every six years. Others are following the New Hampshire example.

New York City's shelters are not up to NKAC standards.

In 1995, Animal Care Centers of NYC was founded. NYC shelters continue to suffer from inhumane treatment of homeless cats and dogs. A new report entitled "No Kill in NYC - A Review of the City’s Animal Shelter System", summarises 18 years of political maneuverings and incompetence as well as negligence. While the report was critical of Rudy Giuliani and Michael Bloomberg's administrations, as well as a bureaucratic mess and the Department of Health's handling of animals, it does not address the fact that the city's shelters do not meet NKAC standards for no-kill dogs.
